New or amended provisions which are introduced to an operative district plan are called plan changes. Plan changes can be initiated by council, or by private individuals.
The plan change process involves:
- Preparation and notification of the proposed plan change
- Submissions and further submissions are lodged on the proposed plan change
- Hearing of submissions
- Council decision on submissions
- Possible appeal of council decision
- Plan change is made operative
A number of plan changes have been processed since the Franklin District Plan became operative in 2000.
